Columbia Basin Development League: Vicky Scharlau    The goals of the Columbia Basin Development League is to protect, and grow, the economic base of the Columbia Basin; provide/promote private/public partnerships to facilitate continuation of the Columbia Basin Project; protect the existing portion of the Columbia Basin Project; and resolve depletion of the Odessa subarea aquifer. Vicky Scharlau has 30 years experience in developing and managing projects, programs and organizations across the US and Mexico. Her skills include non-profit association and project management, non-profit board training, facilitation, strategic planning, project budgeting, grant writing and managing, marketing and communications.
