Op-Ed: Local Utilities and Deregulation – Unregulated Water Utility Created

Residents of Southwestern Lincoln County, OR voted (330 to 176) to create a new type of water utility district. According to an op-ed opposing the new district by local city councilor Greg Holland, the new district is a deregulated version of a typical district. It will be funded by raising rates on water users rather than taxes, is exempt from state water and water safety regulations, does not have to pay a livable wage and is exempt from open and fair bidding rules. According to the city councilor, it is the stated goal of proponents that the “people’s utility district” incorporate other districts in the future.
